In September 1999, the Senate Committee on Small Business requested we review the actions taken by the Air Force regarding a contract awarded to Techdyn Systems, a small disadvantaged business. Specifically, the Committee requested that we determine the propriety of the Air Force direction in a prime contract, that the prime contractor subcontract a portion of its work to a specifically named subcontractor. In addition, the Committee requested that we review the propriety of the Air Force's insistence that the prime contractor continue to work with that specific subcontractor, even when notified that the subcontractor was not performing.

This report examines the contracting-out of the vehicle parts supply function at Air Force installations. The study is an analytic review of policy, procedures, contract legalities, and results of Office of Management and Budget Circular A-76 guidance in an area criticized by the General Accounting Office over six years ago. The author concludes that flaws in the contractor-operated parts store (COPARS) concept and solicitation process lead to inaccurate cost studies, inappropriate decisions, and inadequate contract controls. He recommends a revision of the standard COPARS contract and management latitude for installation commanders to keep the parts supply function under government operation. The U.S. Department of Defense (DoD) annually procures billions of dollars worth of systems, supplies, and services in support of the national military strategy. Faced with budget cuts and other resource constraints, the DoD must monitor its procurement process to ensure a continuous flow of critical supplies and services. One aspect of current transformation in DoD is the use of a strategic sourcing approach for the procurement of installation-level services. Using the Air Force's strategic sourcing process as our context, we develop an optimization model for selecting a set of bids among multiple offerors' proposals for installation services. The selection achieves the most favorable objective based on balancing the confidence performance level in past performance of the offerors and the cost to the Air Force. The research findings based on a realistic scenario demonstrate improvements in both overall performance and cost than the current process.

This thesis examines the effectiveness of suspension and debarment as deterrents to fraud in Air Force contracting at the base level. After the pertinent background information was reviewed, data from three sources was gathered and analyzed. The first source of data were historical statistics on Air Force suspension and debarment dating from FY84 to present. The second source of data were the perceptions of 169 base level contracting officers who participated in a structured survey. The final source of data were the perceptions of suspension and debarment experts/policy makers in the DOD, HQ, USAF, HQ, JAG, HQ, OSI, and HQ IG who participated in the informal interview. The results of the research indicate that the suspension and debarment process of the Air Force is perceived as effective, but there is room for improvement. Based on the findings and analysis, the author suggests several constructive recommendations that, if implemented, could enhance the effectiveness of the Air Force suspension and debarment process. The SOW has been prepared to help in the preparation of local contracts, however, both AFCESA and Armstrong Laboratory have consulting firms available that are capable of performing LCR work for Air Force installations with installation funding. These instructions are to be used in developing a site-specific SOW, from the generic SOW, by any USAF installation.

The overall objective of this study was to provide US Air Force acquisition officers and program managers a greater understanding of internal contractor motivation as it impacts contract negotiations with the Air Force. By motivation as it impacts contract negotiations with the Air Force. By understanding the goals, satisfactions, and motivations of managers in the contractor divisions, subsidiaries, and operating units, Air Force personnel have the basic information to anticipate likely positions and actions in negotiations. They can test and plan alternate Air Force contracting strategies that maximize the goals of the contractor while leveraging contract terms to the Air Force's advantage. The study identified internal methods used by the corporate management of top Air Force contractors to influence, motivate, and leverage the behavior and performance of managers in their divisions, subsidiaries, and operating units. A summary matrix of their present incentive plans is provided. (Author)
